The vision of heritage conservation has changed since the implementation of the Urban Historical Landscape (UHL) recommendation in recent years, towards a comprehensive vision that covers heritage in different fields. With this new approach to protect historic centers, this research project seeks, as its main objective, to identify and characterize the main threats that endanger the values of the UHL in El Barranco del río Tomebamba of the city of Cuenca. Action guidelines are proposed to promote the preservation of its tangible and intangible heritage. For the first chapter, a theoretical approximation was conducted to place us in the context of the applicable theories to the UHL, where the concepts of UHL, heritage, city, threat, risk, and vulnerability are defined, as well as the valuation of heritage and the legal and regulatory framework. Therefore, this approximation enabled us to understand the protection and management of historical cities and their culture. In the second chapter, a methodology that exposes the variables involved was generated to know how to act in the study area and to achieve a collective vision of the threats that affect its UHL. In the third chapter, the application of the methodology in the study area was carried out, which allowed to collect a succession of analyses and diagnostics identifying the threats that affect the area from a technicalpolitical and citizen vision. Finally, in the fourth chapter, a set of action guidelines for heritage conservation is proposed, which leads to a series of conclusions and recommendations that may serve as a guide for future research related to the UHL and El Barranco del río Tomebamba.
