    La articulación institucional de los planes de desarrollo y ordenamiento territorial. El caso de los cantones Huaquillas y Arenillas; y la provincia de El Oro

    Ecuador has gone through a process of planning and land management from theestablishment of the Republic in 2008, where was established the elaboration of Development Plans and land use plans conceived as a planning tool indispensable for all levels of government, which obliges Governments Autonomous Decentralized Regional, Provincial, Cantonal and Parish to run such a provision, articulately and coordinated. In the time that has elapsed from 2008 to the present, it has gone through several planningprocesses: the first formulation of the development and territorial planning plans in 2010; the second, updating them in 2015, and the third, in 2019, updating them again, where it has been evident that this exclusive competence of the decentralized autonomousgovernments is little or no coordination between the different levels of government. Thisproblem depends on the lack of existence of a clear regulation on the procedures to befollowed. This study analyzes the current legal regulatory framework and the processes applied bythe different levels of government to achieve adequate compliance with the constitutional mandate on the articulation of the PDOT taking into consideration different levels of government; as is the case of the cantons of Huaquillas, Arenillas; and the Province of El Oro. Finally, it is determined that institutional articulation is fundamental in the planning processbetween the different levels of government, with which the construction of a shared visionof development must be coordinated and an adequate implementation in the territorymanaged.
