We chose to take the city of Cuenca, being an urban land with the highest density of population and above all that is in continuous development, where we can find the urban infrastructure such as education, health, recreational, industrial, commercial, etc. ., we want to analyze statistically with respect to the environment. Maps would be produced for appropriate applications as a better site selection, better natural resource management, urban planning, traffic engineering and facilities management especially. Furthermore, the connection / intersection define layers combining result. For this purpose two the variables were stablished following two criteria: exclusive and inclusive. These criteria allow the territory discretization. The exclusive criteria are all the environmental factors included in the Environmental Regulations of Ecuador and particularly Cuenca that is the studied area. The inclusive criteria are social and economic factors such as basic services and connectivity. The information obtained from the Land Use Plan of Cuenca, that at present governs the industries location, was processed in geographic information management software. From several iterations, 8 properties were found that satisfy the conditions initially established. The best alternative was selected with an analytical hierarchical process (AHP) proposed by Saaty.
