    The subject of this thesis developed addressed the management of GAD Parish Buenavista, which analyzes each of the stages of the budget cycle, a public institution must meet in order to determine the efficiency and effectiveness in using budget of resources allocated to meet the objectives of this institution, which is to contribute to the shift to the "good life" of the population and all that that implies. For the development of the thesis has used qualitative research techniques such as interviews and quantitative initial budget, budgetary schedules and the annual procurement plan. As a result of the evaluation budget management at various stages of the budget cycle we conclude that there are weaknesses in each, the main way in planning, setting and achieving goals, staff communication, lack of control mechanisms to evaluate results. In response to the shortcomings noted methods are proposed to improve the evaluation process, determine responsibilities and improve the responsiveness of GAD Parish Buenavista to the proposals submitted by the parish organizations, prioritizing emerging needs in the programs and projects to capture in the planning of annual activities to do with the efficient and effective use of resources and thus encourage a suitable environment for the development of the people and improve their quality of life through optimal governance.
