    Citizen participation has been a key element throughout the history of humanity, from the Greek polis to the French Revolution. Active citizen participation has been essential in driving changes and promoting social justice. Through social movements, protests, organizations, and the exercise of voting, people have sought to influence political decisions and defend their rights. Therefore, it can be said that participation originates within cities and is indispensable in the construction of a just and equitable society. This thesis analyzes the processes of citizen participation in the development of Development and Land Use Plans in the Cuenca canton, Ecuador, in the years 2015 and 2020. The construction stages of the plan, the instruments used, the means employed, and the results obtained are compared. Additionally, limitations encountered are presented, along with criteria and recommendations for future planning instruments
