    Thispaperaimsto lay thefoundationfortheplanning of anOrdinancefor El Ejido of thecity of Cuenca.Whosemainobjectiveisthepreservation of itsmostoutstandingfeaturessuch as environmental and landscapequality.Itstartedfrom a theoreticalanalysis of Latin American cities in similar contexts, itserved as anexampletounderstandthesolutionsthathaveoccurred in theprocess of urbanrenewal. Therewas a studio oftheevolution and theurbanprocessesthatthecityhad,throughananalysis of itshistory, theordinances and Management PlansthathavegovernedCuenca and El Ejido,sinceitsinception. The diagnosis allowedusunderstandthestructure of thecurrenturbansystem and itsoperation. Therebydeterminingtheproblemsthataffectthepopulation, and theurban and landscapeimage of the sector. Thedevelopedthemesguidelinedthepreparation of theproposalacordingwiththeexistingspace. Thustheproposalisfocusedondeterminingthecharacteristics of theland use, landocupation and measuresforheritageconservation. So thatthefuturerenewal of El Ejido isrespectful of theirenvironment.
