    This research project seeks to establish a road management and conservation system applicable in the Province of Azuay, due to the lack of a solid system of maintenance of the institutions responsible for road maintenance on rural roads, which has caused a deterioration acceleration of the roads in our region. The methodology used in the development of this thesis is a combination of documentary type, descriptive, explanatory and own experience, which is supported by the different types of research, documents and existing regulations, is defined as Action research: A class of applied research focused on finding solutions to the difficulties of managing and managing the information of public institutions in the Province of Azuay and promoting better decision-making in a shorter time. As a result of the research carried out, a road management system is proposed for the province. In addition, a catalog of the main faults in pavements on rural roads is annexed, and some policies mentioned in other developed countries are mentioned and so far Plans and strategies. As the main conclusion of this Titling Work can be summarized in the fact that in the Province there is a disarticulation between the levels in charge of road maintenance, it is necessary to create a politically independent and decentralized unit for a correct management of the road conservation plans.
