    The tourist transport companies serve an important sector of the economy in the city of Cuenca. To achieve its objective should have an efficient, comfortable and safe transportation, but equally, they must have administrative tools for detailed, orderly, systematic and comprehensive information on all instructions, responsibilities and information about operations or activities taking place in the organization. The research results allowed to establish that the tourist transport companies do not currently have defined a management system that identifies the mission, vision and objectives that show their real expectations, which reveals the lack of a structuring process that has led companies to stagnation in growth, because they have not used their resources for continuous improvement and the pursuit of providing excellent service and high quality, which provide added value to their users and likewise meets the market requirement. The purpose of the research was to propose a manual operational procedures that focused on tourist transport companies, allowing the systematization and the order of developing activities with the proper operation on every department, defining the obligations.
