    Challenges on the implementation of ICT government in the universities of Latin America

    The current pandemic caused by COVID-19 has forced humanity to reinvent itself in many ways. In this context, Higher Education does not escape this phenomenon. The new reality has accelerated the total integration of Information and Communication Technologies (ICT) into the educational process, actions that were already underway, but which were expected to take several years to materialize. Thus, this study focusses into unveiling the state of the implementation of the Government of ICTs in Latin American Higher Education Institutions. Through a Fuzzy Delphi approach, where several experts from different countries participate, we aim define the factors that would allow evaluating the implementation of the ICT Government in Latin American universities and the changes that such governance suffered during the pandemic. As a result, a battery of dimensions and factors is proposed, allowing us to identify the challenges that arise in this context. The study is relevant because Latin America is one of the regions that were most impacted by the challenges imposed by the pandemic due to its historical deficiencies in terms of the use of ICTs

    In Ecuador the discussion on the quality of higher education has been put on the stage in the last fifteen years, although the initial motivation is present in the times of application of the processes of evaluation with the purpose of accreditation of the universities, these events have been carried out in a mandatory way in three occasions. The universities try to obtain the best results and with it the institutional accreditation; however, in the intermediate times the efforts are dissipated or forgotten. For this reason, universities must reorient their teaching, research, networking and management activities so that they are carried out with quality on a permanent basis. The responsibility for good management is fundamentally in the hands of the authorities; however, the participation of the entire educational community is also necessary in order to promote what is called "quality culture". For the concretion of this culture of quality, a system of quality management is required as a tool that offers the possibility of evaluating oneself, having timely and precise information for university planning and action. The system itself does not constitute the exercise of quality for higher education, but is the tool that allows actors to focus with quality in the practice of their daily functions and thus create a quality culture that allows the university to achieve high standards of compliance in their substantive functions. A means for this is the validation of a system of indicators in various dimensions as a valid, living and dynamic proposal, which demands the participation of all sectors involved while giving them feedback, in this context this research work is done with a theoretical review that served to create a set of indicators, to proceed with its validation through discussion groups, a qualitative analysis of the opinions of the institutions involved in the study is presented, the results are presented the aspects to be considered within a system of quality management in Higher Education, in order to create an environment of quality culture.

    La educación superior ecuatoriana: Una historia en búsqueda de determinar su calidad

    In Ecuador, the discussion on the concept of quality of Higher Education Institutions becomes relevant when the obligatory evaluation for accreditation purposes appears in the university work; however, there are historical antecedents that must be discussed in order to anchor this concept to reality and relevant facts that guided its construction; its result will serve as a guide to establish educational quality as a university culture in academic work. Initially the quality of higher education was considered as inherent to institutions, for a century this affirmation became an axiom, then there was a first moment of expansion of the Institutions with great impulse of the State, in that stage there was already an empirical differentiation of quality universities and they are linked to their history, this stage lasts around four decades; the next moment, which refers to something more than three decades, there is a new expansion of the institutions in this case with impulse from the private sector in which definitions of quality or efficiency almost disappear, since the law of higher education of the Year 2000 assumes quality verification as a substantial element of higher education. From there, two evaluations have been carried out, with an obligatory evaluation process for recategorization that has mobilized new actions within the universities.
