    In thiswork, different variables intervening in thegeneration of irregular settlementshavebeenidentified, analyzed and valued, whichhaveallowedoccupation, growth and spread in theperipheralarea of thecity. Forthisanalysis, a qualitativeresearchmethodology has beenused, wherethe variables havebeenclassifiedoperativelybasedonfourcomponents: socio-cultural, economic, political-administrative and environmental. Thecost of land, housingneed and mechanisms of urban control, are themain variables causingthegeneration of irregular settlementsthathavebeenidentified in the rural parishes of El Valle and Paccha, whichhaveallowed to getanoverview of theproblems in the peri-urbanarea of thecity of Cuenca and, basedonthem, someforeseeablestrategies to control irregular settlementshavebeendefined.
