    La conciliación de los roles productivos y de cuidado de las servidoras municipales. Corresponsabilidad institucional como clave para su autonomía

    The inclusion of women into the productive world has meant an important progress in order to get their labor rights. Despite the fact that their number is shorter if compared to men, they can be found working a functionadmistratives, in directive and decisive positions, as well as power and political positions. This transition from private to public was held without leaving the responsibility of careers that women have, and even more, without distributing this work between their family members. This research tries to analyze this double role, labor and familiar, carried out by the female workers at the City Government of Cuenca, the strategies they use in order to deal with their work as well as private obligations, visualize the effects that the excess of roles have on their lives, such as: decrease of their free and leisure time, personal and professional development limitations, as well as the negative impact on their physical and emotional health. Finally, considering that in our 2008 Constitution, all kinds of labor are recognized, such as general care, as well as the obligation of creating politics to finally reach equality of me and women. This research is seeking answers from GAD as co-responsible of such a care.

    Políticas presupuestarias con enfoque de género en el Gobierno Autónomo Descentralizado Municipal del cantón Cuenca

    This thesis aims to contribute to the advancement of gender focus incorporation into the budget of the local GAD (Decentralized Autonomous Government) of Cuenca by using the Gender Equality Policies Expense Classifier, a tool developed by the Ministry of Finance that allows each of the activities that will be carried out as part of the projects conveyed in the budget to be consistent with gender equality policies. From this analysis of Department of Planning budget, we will deliver a proposal of relevant activities and indicators associated with gender equality policies which could further be applied to the projects developed by this Department and other areas under the GAD’s authority. Officers in charge of planning and budgeting will then be able to incorporate gender-responsive budgeting in their endeavors. Nonetheless, before delving into the process above, we would like to present information related to the gender-responsive budgeting process at a local and national level; there will be a conceptual part along with the legal framework and the local agendas developed by women organizations, all of which is aimed at providing the reader with the necessary elements to justify the need for incorporating a gender focus into public administration.
