This research, whose objective is to diagnose the way in which the inhabitants of Ricaurte are informed of the events of their parish and determine the viability of the implementation of a digital newspaper, is based on a feasible project to solve the communicative deficit and the lack of links with traditional media that do not cover all the information generated in this sector. This problem was approached with a field investigation, in quantitative and qualitative analysis of the described reality. As it was not possible to address the problem in the almost twenty thousand inhabitants, a significant sampling of the population was carried out and the survey technique was applied to obtain relevant data that brings us closer to the reality that the Ricaurte parish lives in the communicative field. propose a space where community journalism is conceived, conceived from the ideas and participation of its inhabitants. During the development of this research there has been a favorable acceptance by the actors of the Decentralized Government of Ricaurte and in turn by the people who were complemented with the implementation of the research, tabulation and interpretation of results. The results indicate that there is acceptance on the part of the inhabitants of the place by means of digital communication because the technological scope they possess is overwhelmingly high, in addition to the high demand for information that they generate and must necessarily be attended to.
