    The Contract Management model used by ETAPA EP to recover public investment in rural areas has made it an obligation for citizens to pay values inconsistent with the real cost of the various projects carried out in these areas. The contribution delivered by the Company is based on subjective criterion, where the citizens’ socio-economic conditions are not taken into consideration, and therefore the method of recovering funds causes economic and social inequities. It is important to note that the current Ecuadorian legal regulations do allow for the recovery of public investment in the rural area through the “Special Contribution of Improvements”, this is fair and more equitable since the real cost distribution considers redistribution parameters such as the appraisal and total area of the property and it also recognizes people’s right to access special exemptions and discounts, thus generating a greater or lesser tax obligation for those taxpayers identified as beneficiaries of these special programs.
