Urban planning emerges as a tool to guide development, land use and occupation processes in settlements of different nature and scale, through the formulation and application of determinations, programs and projects, and norms for the regulation of human activities in such settlements. This degree thesis proposes a path of urban planning for an informal settlement in the city of Cuenca, which, due to its location, its socioeconomic and environmental conditions, presents imbalances and adversities in terms of its development and, the quality of life and work of its inhabitants. This, like other peripheral settlements in the city of Cuenca, arises from the need of people with limited economic resources to access low-cost housing. Nevertheless, as neighborhoods are constituted without considering planning processes, their buildings are precarious, there is a lack of road infrastructure, good quality basic services and public facilities or spaces, therefore they maintain a close relationship of dependency with centralities, in this case, the city of Cuenca. Based on this context, this Urban Planning Plan, denoted as a Special Plan due to its scope of action, which is the Polígono de Tiro neighborhood, is formulated with the purpose of improving and regulating the use and occupation of its land which is in process of occupation, improve living conditions, provide community facilities, always trying to protect the environment.
