    Plan de ordenamiento territorial para las subcuencas de los ríos Vinces, Babahoyo y drenajes menores que forman el área de influencia del trasvase dos del proyecto Pacalori en la cuenca del río Guayas

    The present study starts from “The Water Exploitation and control plan from Los Ríos State” – PACALORI, it is part of the National Strategical Mega-Projects categorized as a “Multi-proposal System of Floating and Irrigation Control”, by government execution. Its delimitation responds to natural limits of hydrographic or sub-basins order, the same thats is divided at the interior of its territory by the Vinces River – Quevedo, generating a pair of Trasvases. In this way it developes as thesis “The Land use planning for the Subwatersheds of the Vinces, Babahoyo Rivers and minor drainings, that form the area of influence of the TRASVASE DOS of the PACALORI Project in the Guayas River Basin”. It has as purpose the land exploitation because of its high agro-productive aptitude in the selected area. Through a set of engineering works (Dams and reservoirs) that guarantees the water supply in the humid and dry periods of the year to the irrigation systems for the agriculture development, and also works for the floating control that affects crops and population settlements. The scope of the project is the civil work and pretends to impulse a new productive model that benefits economically the population, properly inserted in the transformation of the national productive matrix and contributing to the local and national food safety. In this framework constitutes a DIFFERENTIATED AND SPECIAL Land Use Planning that has as objective the structuration of an balanced integral development model that potentiate the endogen resources and the sectorial activities. Nevertheless, it does not have a mandatory character for the local governments; it will be a referent for the generation and actualization of its own planning tools in coherence with its autonomy and being part of the Decentralized National System of Participate Planning.
