    The present investigation: “Design and development of a Manual on Associativity and Cluster” is externalized as a solution to the need for member of the Chamber of Small Industry of Azuay in finding strategic to improve models Competitiveness, Productivity and Innovation. Globalization, Productive Transformation Matrix, the barriers to entry to an industry, financing difficulties and other factors have become critical points within the Ecuadorian industry, which has led employers to join forces with entities government, generating knowledge to face them, whereas within the Province of Azuay have created initiatives with little success compared to developed countries like Colombia, Mexico and Chile. This handbook is a methodological guide for the promotion processes, development or enhancement of a Cluster type Associativity-based literature search and interviews with leading initiatives in the Azuay; which in this research adds value by owning theory and experience. Strategic models in which there is joint work between various sectors become an opportunity for the improvement and development of the Ecuadorian industry.
