The El Vergel neighborhood is one of the oldest in the city of Cuenca. It extends along Las Herrerías Street, located between 12 de Abril and 10 de Agosto Streets, and belongs to the urban parish of Huayna Cápac. This place has and maintains tangible and intangible values that give it an exceptional character and great importance for the city. Considering these antecedents, the Faculty of Architecture and Urbanism of the University of Cuenca, through the project World Heritage City executed in 2018 the “Campaign of maintenance of the heritage buildings of the El Vergel neighborhood, Las Herrerías street”; with the objective of contributing to the conservation of the built cultural heritage of the city of Cuenca through maintenance actions carried out in 21 buildings of this neighborhood. This campaign followed the methodology of preventive conservation (ICOMOS, 2003), which has four phases: analysis, diagnosis, therapy and control. The first three phases were addressed and completed between 2017 and 2018. The development of the fourth phase was coordinated through a degree work, being this the contribution of the present research, which obtained as a result the Development of a monitoring system for the conservation of the heritage buildings intervened in the maintenance campaign of the El Vergel neighborhood, Las Herrerías street 2017 - 2018. Finally, this system proposes the participation of different local entities with knowledge and responsibility in the subject, as well as the collaboration and active presence of citizens in order to ensure the conservation of the built heritage in the El Vergel neighbourhood, Las Herrerías street.

In terms of sustainability, both traditional-vernacular and contemporary architecture (which is often imported and industrialized), have their benefits and drawbacks. However, vernacular architecture has a series of environmental, social, cultural and economic qualities gained over time that are often overlooked when designing and building new elements, due to various reasons. The constant desire to own new and improved goods instead of the obsolete and primitive designs of the past seems to be increasingly the predominant criterion in the
urban sphere, which is shifted and replicated without further reflections in the rural context. This research suggests rethinking the traditional-vernacular architecture as a model for contemporary sustainability, and considers essential the construction of certain guidelines or paths for the conception of a contemporary architecture which provides an alternative way of building, more committed to the territory and which
has the ability to be adapted to the real needs of the people who inhabit it in terms of culture, identity, economy, welfare and environment. To do this, a participatory process was proposed in Susudel, a town of approximately 1200 inhabitants 65 kilometers south of the city of Cuenca, Ecuador, which has great potential to evolve positively and sustainably in the future. This means doing so as part of a logical and natural evolution of the local building techniques, learning from ancient wisdom, and simultaneously implementing -in a conscious way- contemporary knowledge developed both inside and outside the community.

The built heritage in the country, and, specifically, inside the Historic Centre of Cuenca, represents a great challenge re garding its conservation. The lack of enforcement and con trol of the local laws affects any building classified as “he ritage”, especially minor vernacular structures. This building typology, unlike monumental constructions, is threatened for being the most unprotected and susceptible to changes. The lack of enough economical resources and the little knowledge about the heritage and the importance of its early conservation causes accelerated deterioration of buildings, and its subsequent abandonment or destruction. Thus, in this way, the University of Cuenca and its Faculty of Ar chitecture, through their Proyecto CPM, have implemented, all over Azuay, Maintenance Campaigns with support from other public institutions, which provide most of the funds, the community, and private businesses; these interventions favor the maintenance of vernacular structures, based on the participation and commitment of the ancestral practice de nominated “Minga”. Hence, the present thesis aims to note and document the tradition of the minga in two areas of the southern Andean region of Ecuador. With this, it is sought to rescue the organizational values of the minga, in order to being applicable to preserve minor vernacular architecture, especially in those areas of the Historic Center of Cuenca that, due to the factors mentioned, are vulnerable to losing their heritage.

Heritage building’s condition at maintenance campaign in San Roque, Cuenca - Ecuador
(CRC PRESS/BALKEMA, 2016-09-13) Achig Balarezo, María Cecilia; Barsallo Chavez, María Gabriela; Briones Orellana, Juan Carlos; Cardoso Martinez, Fausto Adrian
The condition assessment of heritage buildings in the Historic Center of the city of Cuenca, Ecuador (World Heritage City), which is an essential element within the process of conservation, has historically been done in a rather subjective manner. This research project’s objective is to present a methodology that contributes to the determination, in an objective manner, of the building’s condition through the damage register. The information and experience obtained from the maintenance campaign in a traditional neighborhood in Cuenca, San Roque, is used as input. This project was a vlir CPM (City Preservation Management) initiative. It took place in 2014 with the support of among others the University of Cuenca, the Municipality and the local state government. Currently the results of the maintenance campaign are being evaluated. With the gathered information, it is possible to generate comparative analyses and determine the building’s condition, with its conservation as its aim.

This research primarily focuses on the study of the Modernist Movement from its beginnings in Europe to its arrival in the city of Cuenca, Ecuador. It is equally focused on an understanding of its principles: Economy, Precision, Rigor and Universality proposed by “Le Corbusier”. These same principles were interpreted and incorporated into a documentation and identification file that analyzes 487 building constructions located west of the historical center in the city of Cuenca. This is a highly important area since it has neither been valued nor inventoried by any institution up until today. 38 constructions built between 1955 and 1975 have been documented. These years were part of the Modernist era in the city. Lastly, 5 buildings were identified that comply with the four principles.

The development of the present thesis starts analyzing the most important architectural features related to the topic of housing for each of the cultural periods that were developed in the area of what today is Cuenca, recognizing that in the first three periods, any type of construction was developed in an empirical manner. The analysis of terminologies such as empirical, autodidaxy and “architecture without architects” caused the mentioning of important figures in architecture and important foremen as Juan Luis Lupercio who has developed outstanding work without an academic formation. On the other hand, the compilation and organization of jobs completed by Juan Luis Luperciorequired the investigation of different methods in order to develop a proper method based on registry and catalog sheets. This information was used later on to elaborate a time line of Lupercio’s work and by implementing and applying different assesment criteria to each one of the jobs the information expanded and the assesment of each one of these jobs was confirmed. Finally, three of Lupercio’s buildings were studied in order to analyze the empirical knowledge, the skills in the reinterpretation of facades of imported designs and the adaptation of materials and local construction techniques.

Adobe walls are common construction elements in the heritage buildings in the historic center of the City of Cuenca. Most of these buildings were constructed in the Republican period, especially in the period 1860-1940. Threats from natural and human origin resulted over time in a degradation of the heritage buildings. An important guide for the conservation is having a clear and accurate picture of the degraded status and condition of the adobe walls. To this end a damage registration system characterizing the current constructive state of the adobe walls in the City of Cuenca was developed. Surveys of the condition of adobe walls resulted in the derivation of measurable indicators and their respective variables, describing in a qualitative and quantitative way the constructive condition of the walls. A matrix based system for the prioritization and weighing of the variables was developed. Applying multivariate analysis resulted in the derivation of a global status indicator of the adobe wall. This indicator not only reflects the urgency of intervention, but also the type of constructional intervention or monitoring action required for the conservation of the wall.

Strategies for the management of built heritage linked to maintenance and monitoring. case study of the san roque neighborhood, Cuenca, Ecuador
(INTERNATIONAL SOCIETY FOR PHOTOGRAMMETRY AND REMOTE SENSING, 2017-08-28) Achig Balarezo, María Cecilia; Amaya, J; Barsallo Chavez, María Gabriela; Briones Orellana, Juan Carlos; Vázquez, L
The rehabilitation of heritage sites, as well as the implementation of monitoring and control strategies is fundamental for its conservation. In the case of Cuenca, a World Heritage City, a maintenance campaign in the traditional neighborhood of San Roque was carried out in 2014. The objective was to undertake maintenance actions on roofs and façades as well as on elements at risk. The campaign process was developed keeping in mind the cycle or phases of preventive conservation: anamnesis, diagnosis, therapy and control (ICOMOS, 2003). At the end of the maintenance campaign an impact assessment was undertaken and monitoring tools were handed out to the community in order to strengthen the citizen participation in the preservation of built heritage. The experience of the maintenance campaign unveiled a series of lessons that have been evaluated in the present investigation, being the main objective the strengthening of the processes of governance and documentation through the formulation of strategies inherent to the maintenance of heritage buildings. In this process it is shown that the participation of citizens is a strategic factor for the sustainable development of maintenance campaigns, which allow for the preservation of historical sites for future generations.

The parishes of Oña and Susudel, in the province of Azuay, are part of the National Inventory of Cultural Heritage. They are sceneries with historical, cultural and landscape richness, given their rugged geography and historical connection with territories of economic and social power (linked to their Cañari heritage and the Inca domination). However, the intangible heritage of these parishes has barely been studied. Thanks to local institutional efforts to enhance the value of tangible and intangible heritage found in the traditional techniques of the communities, it has been discovered the prevalence of knowledge on the production of paint from soil pigments and its use in the architecture of these parishes. Nevertheless, it is also evident the gradual loss of valorization and transfer of knowledge of these practices. As part of the initial phase of the research project of the University of Cuenca: Soils of Colors, this research includes an approach to the territorial and historical contexts of the canton Oña, as well as a valuable contribution to the study of color in the local architecture. As a result, this study allowed the identification, documentation and experimentation of the traditional knowledge related to the techniques of soil paint production, which was achieved through an ethnographic approach to the repositories of this knowledge. In addition, this study enabled to verify the prevalence and relevance of the technique in the current context in order to promote the transfer of knowledge.
