Planning and development policies are the means to understand the connections that are established among more specific processes of continuance and social changes, faced to deeper historical conditions.
Some institutional frameworks, such as the Planning in the first half of the XX century, included deep social and cultural dimensions that require clarification. An approach to the developmental planning allows an understanding of the kind of realizations that the state reached, and the ways that the state sphere was produced from the interrelations of specific spaces in the country.
