¿Cómo se implementa la política pública en el Sector Salud? Caso: Red Pública Integral de Salud – Coordinación 6 – Salud, periodo 2010-2020

In the context of public management, guaranteeing the right to health implies the government's responsibility to provide health services based on the principles of equity, effectiveness and quality. In this sense, public policies represent the state's commitment to the collective welfare. However, in the specific case of Ecuador, the Ministry of Public Health lacks evaluation mechanisms to verify the implementation of public policies in this area. In view of this situation, the main objective of this study is to describe the implementation of the public policy of the Integral Public Health Network in the Zonal Coordination 6-Health. For this purpose, the NATO model is used to examine public health policies in the period between 2010 and 2020, focusing on the achievement of the established objectives. The results obtained determine that in the governments of Rafael Correa and Lenin Moreno national plans were designed with axes on health, among the main results were urged to improve infrastructure, medical care and reduction of mortality rates articulated in regulatory instruments, budget allocations and institutional organization. With this, positive results were obtained until 2017, while in 2020 the pandemic implied a setback in the proposed objectives.
