Abstract

Under the premise about Land use planning is looking in the long run set up an organization of geographical space with the extensive involvement of society, it is necessary to understand and implement the guidelines on the subject that have been cemented in various parts of the world with environmental sustainability vision.

This work under the general guidelines for decentralized territorial planning from SENPLADES, aims to provide an overview of what it means and represents the development of the Spatial Plan for the parish Chirijos from Portoviejo.

In the initial part named Chapter I presents the rationale, problem statement, objectives, theoretical framework underpinning this research and the methodology used.

Chapter II presents the analysis and territorial diagnosis that addresses and defines the reality of the Parish Chirijos, assessing conditions, issues, risks and opportunities.

In Chapter III shows the preparation for the planning phase with its own SWOT analysis, looking - scenarios and objectives system definition. Chapter IV presents the design of the target image, policy and projects where they run and apply the resulting proposals to implement the management process.

Land use planning, is finally presented as a tool in the management of natural resources if it wants to balance land uses according to their ability, prevent negative impacts and reverse the current degradation processes.
