Abstract: | The current research work has the principal objective the development of a measurement model
that allows to evaluate the actual performance of the supply chain of supplies and medicines of
the public hospitals belonging to the second level of attention due to the evident increase in the
shortage level of this and other institutions that belong to the Comprehensive Public Health
Network of Ecuador. Said increase has provoked a reduction in the quality of the services offered
and unsatisfaction by the users, beside the search of remedial solutions, same that are not aligned
with the inhibition of the problem causes.
To achieve the objective, it has been seen the methodological need of propose, select, relate and
apply key performance indicators for each one of the stages and elements who shape the supply
chain in this kind of institutions, being this the variables to analyze within the study. The use of the
software VENSIM and the System Dynamics was also required, as methodological resources for
the development of the model and interpretation of the results obtained.
The model was validated by a study case, in which it was determined that the Laboratory
department of the Basic Hospital of Paute corresponding to the Health District Direction 01D06
meets the demand of electrolytes determination exams, at the expense of an excessive inventory
of the reagent used. |
Description: | El presente trabajo de investigación tiene por objetivo principal el desarrollo de un modelo de
medición que permita evaluar el rendimiento actual de la cadena de suministro de insumos y
medicinas de los hospitales públicos pertenecientes al segundo nivel de atención, debido al
evidente incremento en el nivel de desabastecimiento de estas y otras instituciones que
pertenecen a la Red Pública Integral de Salud de Ecuador. Dicho aumento ha provocado una
reducción en la calidad de los servicios ofertados e insatisfacción por parte de los usuarios,
además de la búsqueda de soluciones remediales, mismas que no están alineadas con la
inhibición de las causas del problema.
Para lograr el objetivo, se ha visto la necesidad metodológica de plantear, seleccionar, relacionar
y aplicar indicadores claves de gestión para cada una de las etapas y elementos que conforman
la cadena de suministro en este tipo de instituciones, siendo estas las variables a analizar dentro
del estudio. También se requirió de la utilización del software VENSIM y la Dinámica de Sistemas,
como recursos metodológicos de cara al desarrollo del modelo e interpretación de los valores
obtenidos.
El modelo fue validado mediante un caso de estudio, en el cual se llegó a determinar que el
departamento de Laboratorio del Hospital Básico de Paute correspondiente a la Dirección Distrital
de Salud 01D06 cumple con la demanda de exámenes de determinación de electrolitos, a costa
de un excesivo inventario del reactivo utilizado. |
