| Abstract: | There are certain criteria to categorize cities as smart cities, in this context this study aimed to
analyze whether the city of Cuenca has the necessary attributes to be formally recognized as a
smart city. The research was conducted using a mixed approach, combining quantitative and
qualitative elements. Numerical and statistical data were collected, additionally interviews were
carried out with municipal authorities to obtain information on the attributes available to the Basin
and their correlation with those of a smart city. The Deloitte Methodology adapted for the
evaluation of Smart Cities in Latin America and the Caribbean was used. Six dimensions were
analyzed: Environment, Mobility, Lifestyle, Economy, Security and Education, using a total of 52
indicators. The levels of compliance for each of the dimensions in Cuenca were: Environment
(4.23), Mobility (4.19), Lifestyle (4.08), Economy (4.22), Safety (4.42) and Education (4.50). These
results position Cuenca as a city with a high level of maturity in terms of urban intelligence. The
study has shown that Cuenca has the necessary attributes to be considered a smart city. The
guidelines and criteria identified in contemporary literature support this statement. The
methodology used has made it possible to comprehensively evaluate the key dimensions of a
smart city, and the results obtained reinforce Cuenca's position in this regard. With a score of 4.27
out of 5, the city is at a comprehensive maturity level. |
| Description: | Existen ciertos criterios para categorizar a las urbes como ciudades inteligentes, en este contexto
este estudio tuvo como objetivo analizar si la ciudad de Cuenca tiene los atributos necesarios
para ser reconocida formalmente como una ciudad inteligente. La investigación se realizó
utilizando un enfoque mixto, combinando elementos cuantitativos y cualitativos. Se recopilaron
datos numéricos y estadísticos, adicionalmente se llevaron a cabo entrevistas a autoridades
municipales para obtener información sobre los atributos que dispone la Cuenca y su correlación
con los de una ciudad inteligente. Se utilizó la Metodología Deloitte adaptada para la evaluación
de Ciudades Inteligentes en América Latina y el Caribe. Se analizaron seis dimensiones: Medio
Ambiente, Movilidad, Estilo de Vida, Economía, Seguridad y Educación, utilizando un total de 52
indicadores. Los niveles de cumplimiento para cada una de las dimensiones en Cuenca fueron:
Medio Ambiente (4,23), Movilidad (4,19), Estilo de Vida (4,08), Economía (4,22), Seguridad (4,42)
y Educación (4,50). Estos resultados posicionan a Cuenca como una ciudad con un alto nivel de
madurez en términos de inteligencia urbana. El estudio ha demostrado que Cuenca cuenta con
los atributos necesarios para ser considerada una ciudad inteligente. Los lineamientos y criterios
identificados en la literatura contemporánea respaldan esta afirmación. La metodología utilizada
ha permitido evaluar de manera integral las dimensiones clave de una ciudad inteligente, y los
resultados obtenidos refuerzan la posición de Cuenca en este aspecto. Con un puntaje de 4,27
sobre 5, la ciudad se sitúa en un nivel de madurez integral. |
