Implementación de un sistema de gestión vial sostenible a la Avenida de las Américas de la ciudad de Cuenca

Abstract

In recent times, one of the main engine for development and improvement the life quality are the road infrastructures, as it generates economic, community and tourism advances everywhere it passes through. One of the problems that have been generated by the creation of large road infrastructure is the maintenance of road networks. Specifically in Cuenca, although several types of maintenance have been applied to the road network, a management system has not been implemented to prioritize and optimize resources in a sustainable form. As a result, in this degree project, a sustainable management system is implemented for Américas Avenue in Cuenca, so that it can be considered for future application in the rest of the road network, and thus achieve the optimization and prioritization of resources based on the different types of maintenance currently being applied by the GAD Municipal Government of the Canton Cuenca. In order to carry out a sustainable pavement management system, several criteria and data are analyzed and obtained from: functional evaluation, structural evaluation, budgets, interventions, life cycle, and others. These data can be obtained in different ways, in this case, the information used was provided by the GAD Municipal de Cuenca Based on the data collected in the field, Américas Avenue's current state of pavement was defined, and, taking into account the available budget for interventions, routine maintenance, periodic maintenance, and rehabilitation were established to extend the useful life of this avenue. The data obtained has been loaded into the HDM-4 model, in which the Net Present Value (NPV), the Internal Rate of Return (IRR), and the Benefit/Cost (B/C) ratio were estimated. The results of these values allowed for the determination of the project's technical and economic feasibility, taking into account resource prioritization and optimization to make it sustainable. In this way, a methodology and model have been proposed that will allow the elaboration of a management plan for other roads of Cuenca city.
