Abstract: | The response of the Ecuadorian government to the increased flow of migration from
Venezuela will be reconsidered from a gender perspective and a human rights perspective,
taking into account the abrupt socio-sanitary situation caused by the COVID 19 pandemic, and
the impact that it has had on immigrants in the city of Cuenca.
Based on the public policies issued in 2018 by the Ministry of Foreign Affairs and
Human Mobility, this research seeks to give a real and seated look at how efficient the current
regulations are at the time of coping with the current situation, distinguishing at all times the
disparity of conditions that may arise between men and women, accentuating their possible
causes and effects, in order to finally provide a perspective that integrates the gender category
in a transversal way.
The public policies of a country must aim to improve the quality of life of its citizens,
administer and allocate the necessary resources to generate conditions of well-being and
comfort in society, eliminate inequality gaps and balance the possibilities of both, men and
women, to access decent conditions for their development and that of their sons or daughters. |
Description: | La respuesta del gobierno ecuatoriano ante el incrementado flujo de migración
proveniente de Venezuela, será reconsiderada bajo una mirada de género y una perspectiva de
derechos humanos, teniendo en cuenta la abrupta situación socio-sanitaria provocada por la
pandemia del COVID 19, y el impacto que ha tenido en las personas inmigrantes en la ciudad
de Cuenca.
Partiendo de las políticas públicas expedidas en 2018 por el Ministerio de Relaciones
Exteriores y Movilidad Humana, la presente investigación busca dar una mirada real y sentada
en terreno de cuán eficiente esta resultado la normativa vigente al momento de sobrellevar la
situación actual, distinguiendo en todo momento la disparidad de condiciones que se puedan
presentar entre hombres y mujeres, acentuando sus posibles causas y efectos, para al final,
aportar una mirada que integre la categoría de género de manera transversal.
Las políticas públicas de un país deben tener como meta mejorar la calidad de vida de
sus ciudadanas y ciudadanos, administrar y destinar los recursos necesarios para generar
condiciones de bienestar y comodidad de la sociedad, eliminar brechas de inequidad y
equilibrar las posibilidades, tanto de hombres como de mujeres, para acceder a condiciones
dignas para su desarrollo y el de su hijos o hijas. |
