dc.description | Las ciudades latinoamericanas declaradas por los sitios del Patrimonio Mundial de la UNESCO presentan un problema de deterioro generalizado de su vernácula o arquitectura ambiental debido, entre otros, a la falta de mantenimiento. Esto se ve agravado por el vacío legal existente en la planificación por sus centros históricos, lo que resulta en pérdidas irreversibles en sus edificios patrimoniales. Se propone involucrar a la comunidad en intervenciones de mantenimiento para contrarrestar la falta de mantenimiento y al mismo tiempo contribuir a mejorar el nivel de habitabilidad y para crear una conciencia colectiva en la comunidad sobre el cuidado de su patrimonio. Para lograr este objetivo, la universidad de Cuenca, implementó las llamadas "campañas de mantenimiento", a través de las cuales las fases de conservación preventiva propuestas por ICOMOS (2003) son apoyados metodológicamente desde una perspectiva que combina diversas técnicas (cuantitativas, cualitativas), dando prioridad a Talleres operativos y construcción colectiva de conocimiento y acción. La experiencia en la tradicional calle "Las Herrerías"(estudio de caso), evidencia en un corto período de tiempo una mejora de las condiciones físicas de los edificios y de la calidad de vida de sus residentes, y además motivó la activación a largo plazo de procesos de conservación integrales e inclusivos que conducen a la valoración y preservación del patrimonio por parte de todos los involucrados. La participación de la comunidad en todo el proceso a través de una "minga" de múltiples actores garantiza una intervención exitosa. Esta iniciativa podría adaptarse con éxito a otros sitios patrimoniales de similar características. | - |
dc.description.abstract | Latin-American cities declared by UNESCO World Heritage Sites display a problem of generalized deterioration of its vernacular or environmental architecture due to, among others, a lack of maintenance. This is aggravated by the existing legal vacuum in planning for its historical centers, resulting in irreversible losses in their heritage buildings. It is proposed to involve the community in the maintenance interventions to counteract the lack of maintenance and at the same time contribute to improve the level of livability and to create a collective awareness in the community about the care of its heritage. To achieve this goal, the university of Cuenca, has implemented the so-called “maintenance campaigns”, through which the preventive conservation phases proposed by ICOMOS (2003) are supported methodologically from a perspective that combines varied techniques (quantitative, qualitative), giving priority to operational workshops and collective construction of knowledge and action. The experience in the traditional ‘Las Herrerías’ street(case study), evidenced in a short period of time an improvement of the physical conditions of the buildings and of the quality of life of its residents, and furthermore motivated the long-term activation of comprehensive and inclusive conservation processes that lead to the valuation and preservation of heritage by all involved. The participation of the community in the whole process through a “minga”of multiple actors guarantees a successful intervention. This initiative could be successfully adapted to other heritage sites of similar characteristics. | - |
