| Abstract: | This research work has three axis. The first one, an approach from the doctrine regarding the basic principles which the Democratic States are constructed seen from the organization and structure of the power by the popular representation. The second axis is articulated by a historical review about the rights to choose and to be chosen observing the evolution of the already mentioned. The judge called to guarantee the purity of the suffrage, the role of the political organizations and the democratic foundation that are located in the electoral systems.
The third axis approaches the Electoral Function, the political organizations, political representation in the Constitution 2008, it is possible to analyze briefly the C. of the Democracy in specific aspects, to mention, integration, structure of the CNE entities and TCE, electoral systems, political representation and political organizations to support the need of a change in the constitutional classification eliminating the Electoral Function or at least a reform to the C. of the Democracy, through observation and conclusions. |
| Description: | El presente trabajo de titulación se construye a través de tres ejes. El primero, un enfoque desde la doctrina respecto a principios básicos sobre los cuales se construyen los Estados democráticos vistos desde la organización y estructura del poder en cuanto al ejercicio por los titulares de los órganos de representación popular. El segundo eje se articula con una reseña histórica de los derechos de elegir y ser elegidos observando la evolución de los mismos. El árbitro llamado a garantizar la pureza del sufragio, el rol de las organizaciones políticas y el fundamento democrático que gira a través de los sistemas electorales. El tercer eje aborda la Función Electoral, las organizaciones políticas, representación política en la Constitución 2008, analizamos brevemente el C. de la Democracia en aspectos puntuales, para citar, integración, estructura de las entidades CNE y TCE, sistemas electorales, representación política y organizaciones políticas para sustentar la necesidad de un cambio en el ordenamiento constitucional eliminando la Función Electoral o al menos una reforma al C. de la Democracia, por supuesto consagramos observaciones y conclusiones. |
