Modelo de planificación participativa para la conservación del patrimonio: caso parroquia Chuquiribamba, Loja

Abstract

In 2013, the Chuquiribamba rural parish of the canton of Loja canton was distinguished with the Declaration, recognizing it as State Cultural Heritage. In this context, the need arises to have a planning tool that contributes to the management and conservation of its built heritage.

The present work is a proposal that starts by recognizing the current weaknesses in the preservation of this heritage, due to the lack of empowerment of its citizens and the deficiency of interest, shown by state and private authorities and institutions. Therefore, the active participation of citizens, which in the future will allow greater sensitivity, commitment and involvement in actions; and projects for the preservation and safeguarding of this historic legacy is essential.

The present work privileged theoretical approaches that stimulate participating methodologies in the investigation, in such a way that the local actors become active participants in the construction of proposals of improvement and change. A diagnosis was made of the social and economic situation of the parish center, whose purpose is to know more deeply the problems and challenges of conservation.

With the participation of villagers, the SWOT matrix was worked to identify strengths and weaknesses, from the endogenous perspective and based on these assessments, to propose strategies, projects and actions that counter these deficiencies. These contributions served to elaborate the Participatory Management Model, which will try to become a useful and effective tool in the management and patrimonial conservation.
