Abstract: | The new Historic Urban Landscape (HUL) approach seeks to control impacts and manage sustainable development for the material and immaterial cultural conservation of historical places, maintaining the authenticity and integrity of the cities. When the city of Cuenca was declared Cultural Heritage of Mankind, it compromised to comply with a series of guidelines and recommendations to guarantee its conservation. In recent years, the protection of processes of development in the buffer zones, which are defined as transition spaces, has been included in order to strengthen the protection of patrimonial assets.
El Ejido is one of those zones, so the actions that are carried out in that area will affect them directly. Therefore, it is necessary to monitor such actions, among them, to control the height of the new buildings implemented in that space, with the aim of protecting important visuals of the city since the height of the buildings -oriented toward territorial development, modern urbanism, and the processes of urbanization caused by globalization- is identified as a threat to the HUL.
The main objective of this research project is to identify and assess points or important areas in El Ejido, which generate important visual relations among the historic city, El Ejido, and the natural and built environment, creating a set of guidelines aimed at their conservation and protection.
In order to determine those guidelines, first, a methodology was proposed to identify relevant visuals. Then their value was determined from a technical and citizen perspective with the objective of determining the effects that landscape has had throughout the evolution of the city. Thereupon, the fragility of our study area when faced to new large-scale interventions was determined. Finally, a set of management guidelines and good practices was proposed, focusing on the conservation of the relevant visuals to potentiate positive elements of the landscape and avoid the indiscriminate growth of tall buildings which affect the HUL of the city of Cuenca. |
Description: | El nuevo enfoque del Paisaje Histórico Urbano (PUH) busca controlar los impactos en el mismo y gestionar un desarrollo sostenible para la conservación cultural material e inmaterial de los centros históricos, manteniendo la autenticidad e integridad de las ciudades. Cuenca, al haber sido declarada Patrimonio Cultural de la Humanidad, debe cumplir con una serie de lineamientos y recomendaciones para su conservación. En los últimos años se ha incorporado la protección de procesos de desarrollo en las zonas buffer o de amortiguamiento, definidas como espacios de transición con el fin de reforzar la protección al bien patrimonial.
El Ejido es una de esas zonas, por lo que las acciones que se lleven a cabo en dicha área lo afectarán directamente. Por ello, es necesario vigilar tales acciones, entre ellas, controlar la altura de las nuevas edificaciones que se implanten en esta zona con el objetivo de proteger visuales importantes para la ciudad ya que la altura de las edificaciones -orientada al desarrollo territorial, al urbanismo moderno y a los procesos de urbanización que se dan frente a la globalización- se identifica como una amenaza al PUH.
El presente trabajo de investigación tiene como objetivo principal el identificar y valorar puntos o zonas importantes en El Ejido, desde los cuales se generan relaciones visuales importantes entre la Ciudad Histórica, El Ejido y el entorno natural y construido, creando un conjunto de lineamientos tendientes a su conservación y protección.
Para poder determinar dichos lineamientos, en primer lugar, se planteó una metodología para identificar visuales relevantes y luego se determinó el valor de las mismas desde una mirada técnica y ciudadana, con el objetivo de determinar las afecciones que ha tenido el paisaje en el desarrollo de la ciudad. Posteriormente, se determinó la fragilidad que tiene nuestra área de estudio ante nuevas intervenciones de gran escala. Finalmente, se propuso un conjunto de lineamientos de gestión y buenas prácticas en torno a la conservación de las visuales relevantes para potencializar elementos positivos del paisaje y evitar el crecimiento indiscriminado de edificaciones en altura, las cuales afectan al PUH de la ciudad de Cuenca. |
