| Abstract: | This project following the general guidelines for Spatial posed SENPLADES, it aims to provide the Canton Camilo Ponce Enriquez, an instrument to guide and monitor properly their development processes.
The first chapter of this work begins with a theoretical approach to the issues of Planning and Zoning, after a brief historical description of the birth of the canton is made, and ends with the evaluation of the Development Plan and Zoning 2012-2026.
Then the second chapter covers the diagnosis of Cantonal Territorial System, the same one that contains the analysis of the Biophysical subsystems, sociocultural, economic, human settlements, mobility, connectivity, Energy & Utilities, determining this current territorial model of the corner, their problems and potentials.
Then in the third chapter, in the first instance he prepares for the planning phase, describing Zoning determinations upper and lower range, performing a SWOT analysis and making a prospective Cantonal Territorial System. In a second stage the Territorial Planning thereof containing the cantonal vision, strategic objectives, the territorial model target, the rules of the Plan, the intervention measures and an environmental assessment of the plan is built.
Finally, in the fourth chapter, the management model is developed, it contains the management body, joint strategies, project descriptions through records, the Ordinance for Citizen Participation, and steps to monitor and evaluate Plan, and ends with the conclusions and recommendations of the most important aspects of the investigation. |
| Description: | Este proyecto siguiendo los lineamientos generales para la Ordenación Territorial que plantea la SENPLADES, pretende ofrecer al cantón Camilo Ponce Enríquez, un instrumento que guíe y controle adecuadamente sus procesos de desarrollo.
El primer capítulo de este trabajo comienza con un acercamiento teórico a los temas de Planificación y Ordenamiento Territorial, luego se realiza una breve descripción histórica del nacimiento del cantón, y finaliza con la evaluación del Plan de Desarrollo y Ordenamiento Territorial 2012 - 2026.
Seguidamente el segundo capítulo abarca el diagnóstico del Sistema Territorial Cantonal, el mismo que contiene el análisis de los subsistemas Biofísico, Sociocultural, Económico, Asentamientos Humanos, Movilidad, Conectividad, Energía y Servicios Básicos, determinando con este el modelo territorial actual del cantón, sus problemas y potencialidades.
A continuación, en el tercer capítulo, en una primera instancia se prepara para la fase de planificación, describiendo las determinaciones de Ordenamiento Territorial de rango superior e inferior, realizando un análisis DAFO y haciendo una prospectiva del Sistema Territorial Cantonal. En un segundo momento se construye la Planificación Territorial, la misma que contiene la visión cantonal, los objetivos estratégicos, el modelo territorial objetivo, la normativa del Plan, las medidas de intervención y una evaluación ambiental del Plan.
Finalmente, en el cuarto capítulo, se elabora el modelo de gestión, el mismo que contiene al ente gestor, las estrategias de articulación, descripción de los proyectos a través de fichas, la Ordenanza de Participación Ciudadana, y los pasos para el seguimiento y evaluación del Plan, y se termina con las conclusiones y recomendaciones de los aspectos más relevantes de la investigación. |
