| Abstract: | Guachapala Canton is located at northwest of the Azuay Province, 53 kilometers from the city of Cuenca. Actually, in Ecuador we are going through a process of innovation in every way, to reach the state of good living, hence the importance of efficient management of public resources. In the GAD Municipal of Guachapala, the property tax constitute a large proportion of its incomes management, they are invested for the benefit of the town. In this research, we focus on the analysis of the Collection System of Property Tax, and then provide strategies to the system, which facilitates the collection of taxes. The Proposal is a guide, which can also be used to improve the collection of other taxes managed by the GAD.
In the GAD of Guachapala, they are not defined the collection processes, so nonperforming loans of Property Tax has a growing trend during the analyzed period from 2010 to 2014. During the investigation, interviews were conducted with financial staff, the area valuations and land registers, and only a percentage of the population of Guachapala. In this work, we propose strategies to motivate citizens to pay their obligations on time, instilling a tax culture; and also we provide a proposal to the accounts of GAD. |
| Description: | El Cantón Guachapala se encuentra ubicado al noroeste de la Provincia del Azuay a 53 kilómetros de la Ciudad de Cuenca. Actualmente, en el Ecuador estamos atravesando un proceso de innovación en todos los sentidos, para alcanzar el Estado del Buen Vivir, de ahí la importancia del manejo eficiente de los recursos públicos. En el GAD Municipal de Guachapala, los Impuestos Sobre la Propiedad constituyen gran proporción de sus Ingresos Propios de Gestión, los mismos que se invierten en beneficio del cantón. En el presente trabajo de investigación nos enfocamos en el análisis del Sistema de Recaudación de los Impuestos Sobre la Propiedad, para luego proporcionar estrategias al sistema, facilitando la recaudación de los impuestos. La Propuesta es una guía, que puede ser utilizada indistintamente para mejorar la recaudación de otros tributos que maneja el GAD.
En el GAD municipal de Guachapala no se encuentran definidos los procesos de cobro, por lo que la cartera vencida de los Impuestos Sobre la Propiedad tiene una tendencia creciente durante el periodo analizado 2010-2014. Durante la investigación se realizaron entrevistas con el personal del área financiera, el área de Avalúos y Catastros, con los moradores del cantón Guachapala, la misma que se realizó únicamente a un porcentaje de la población. En la Propuesta se manifiesta estrategias para motivar a los ciudadanos a pagar sus obligaciones puntualmente, infundiendo una cultura tributaria; proporcionaremos también una propuesta dirigida a la contabilidad del GAD. |
