En el desarrollo del presente trabajo de titulación, se utiliza un enfoque mixto, con el uso de técnicas cuantitativas y cualitativas. La aplicación de la primera técnica, se realiza mediante la revisión y análisis del POA, cédulas presupuestarias, entre otros documentos de carácter contable financiero, que proporciona la empresa a las autoras. La técnica cualitativa se aplica mediante entrevista al Departamento Financiero y visita a la entidad, para conocer su funcionamiento. Entre los principales resultados, se constata que EMMAIPC-EP cumple con la normativa legal vigente aplicable para entidades del sector público, cuenta con una ejecución presupuestaria adecuada, con respecto a los ingresos y gastos. Además, se hace un análisis de las principales reformas que se generan en el periodo de estudio, esto permite establecer recomendaciones para la optimización en el manejo de los recursos, en busca de satisfacer las necesidades de la población. In the development of this degree work, a mixed approach is used, with the use of quantitative and qualitative techniques.
