La primera etapa se conoció la situación actual del asentamiento, identificando los problemas, que nos permite la realización de la segunda etapa que es la Sínte- sis del Diagnóstico. La información recogida permite realizar la tercera etapa referida a la Imagen Objetivo, en la cual mediante la participación fundamental de la población, se concreta el modelo urbano que se pretende hacia el año horizonte 2031; siendo para esto necesario identificar las debilidades, amenazas, fortalezas y oportunidades que se presenta en el asentamiento y que a su vez mediante la formulación de estrategias podrán ser neutralizados, o potencializados. Definido el modelo urbano se avanza a la Formulación del Plan, en la cual se fijan las determinaciones necesarias para concretar el crecimiento ordenado del centro poblado y que se apoyada con en el desarrollo de los proyectos.The Plan ordering urban of the header parish Cape has developed in five stages.
