    Buenas prácticas de uso de TIC’s para la planificación territorial de los cantones del Azuay

    The development of information and communication technologies (ICT) has transformed the way people communicate, learn, work and relate to each other, as they are a set of tools and resources used to process, manage and share information. This research analyzes the use of information and communication technologies for territorial planning in the Decentralized Autonomous Governments (GAD) of the different cantons of the province of Azuay, in order to get to know the advantages and disadvantages that are presented in territorial planning and to elaborate a manual of good practices in the use of ICTs for territorial planning. To this end, conceptual aspects were reviewed on topics such as information society, information and communication technologies, electronic government, open government, cyberdemocracy, among others that were considered relevant for the development of this work. Also, different cases that are considered as ICT applications at national and international level and the legal framework on these issues in Ecuador were investigated. Finally, the different advantages and disadvantages of ICTs were presented and a manual of good practices was elaborated in which the applications and benefits, maximum requirements and success stories of geographic information systems (GIS), data management systems, artificial intelligence, collaborative platforms and online citizen participation, municipal web portals, blogs and forums and social networks, which should be taken into account by the GADs, are presented.
