    Las políticas públicas del estado y el derecho a la educación de las comunas, comunidades, pueblos y nacionalidades indígenas en los CECIBS de educación básica en la parroquia Simiatug, cantón Guaranda, provincia Bolívar

    This research deals with the public policies of the Ecuadorian State related to Bilingual Intercultural Education System (SEIB). Social actors’ participation and the exercise of collective rights, according with the Art. 57 of the Constitution are included in this research. Three CECIBs are the sample of this work: one center has only one teacher; the second one two and the third one is a basic school. The centers are located in one of the most impoverished rural parrishes of Guaranda, where 94% of the population is indigenous. Organization and community process, leaders’ capacity of convocation, parents’ participation, training and evaluation need for the process, application of the curricula, technical instruments, education resources and, additional, resources such breakfast are taken into consideration to test the application of collective rights and the state responsibility, according to num 9, 347 Art. Of the Constitution.
