    The purpose of this project is to develop appropriate business plans and to establish strategic goals for small and medium companies in Cuenca, Ecuador. The technique proposed to identify deficiencies on business strategic planning is the Delphi’s method. Delphi will forecast the results of the business plan and strategy based on the strengths, weaknesses, opportunities and threats (SWOT). In consequence, the business strategic plan approach will be evaluated and redefined with new goals and objectives to create an attainable and successful business strategy in Cuenca, Ecuador.
