Abstract: | BACKGROUND: For some years and currently, both international, national and local public policies Contained in the Constitution of the Republic, the Organic Law for Disabilities, the Technical Standard for Integral Child Development, as well as other codes and regulations that govern this country, already have a legal framework that protects the population of children with disability. However, the Ecuadorian ministries responsible for caring of the child population do not have sufficient and updated studies on the inclusion of children with disabilities in the Centros Infantiles del Buen Vivir. That is why our study is directed towards the updating and expansion of this information.
GENERAL OBJECTIVE: To determine the frequency of children of 12-48 months with disabilities included in the Centros Infantiles del Buen Vivir (CIBV) of the Cuenca city.
METHODOLOGY: A quantitative, observational and descriptive study, the study population were 12-48 months old children in the 38 CIBV the Cuenca city (N = 1951). The information was obtained through the application of a data collection form addressed to the coordinators of each CIBV.
USE OF RESULTS: The study showed that there are 12 children with inclusion that represent 0.6%, compared to 1939 children without disabilities, which represent 99.4%; This result draws attention because in the Cuenca city there are 188 children with disabilities and against this amount the 12 children included represent only 6.3%. |
Description: | ANTECEDENTES: Desde hace algunos años, tanto las políticas públicas internacionales, nacionales como locales contenidas en la Constitución de la República, la Ley Orgánica para las Discapacidades, la Norma Técnica de Desarrollo Infantil Integral, así como otros códigos y reglamentos que rigen este país, cuentan ya con un marco legal que ampara a la población de niños y niñas con discapacidad. Sin embargo los ministerios ecuatorianos encargados de atender a la población infantil no cuentan con estudios suficientes y actualizados sobre la inclusión de niños y niñas con discapacidad en los Centros Infantiles del Buen Vivir. Es por esto que nuestro estudio está encaminado hacia la actualización y ampliación de esta información.
OBJETIVO GENERAL: Determinar la frecuencia de niños y niñas de 12-48 meses con discapacidad incluidos en los Centros Infantiles del Buen Vivir (CIBV) del cantón Cuenca.
METODOLOGÍA: Se realizó un estudio cuantitativo, descriptivo. La población de estudio fueron los niños y niñas de 12-48 meses de edad presentes en los 38 CIBV del cantón Cuenca (N=1951); la información se obtuvo mediante la aplicación de un formulario de recolección de datos dirigido a los coordinadores de cada CIBV.
RESULTADOS: El estudio demostró que existen 12 niños y niñas con inclusión que representan el 0,6%, frente a 1939 niños y niñas sin discapacidad que representan el 99,4%; este resultado llama la atención debido a que en el cantón Cuenca existen 188 niños y niñas con discapacidad y frente a esta cantidad los 12 niños y niñas incluidos representan tan solo un 6.3%. |
