| dc.description | El presente trabajo es una investigación dirigida a estudiar la revocatoria del mandato en los alcaldes del Ecuador, analizando si por cómo está configurada representa algún peligro para el desarrollo del sistema representativo tal y como lo conocemos hoy en día. Para resolver esta interrogante; se inicia desentrañando el concepto y naturaleza de la revocatoria del mandato, pasando por su evolución en el ordenamiento jurídico; además se estudia su relación con la democracia directa, y se realiza un análisis comparado del comportamiento de esta institución en los gobiernos locales de los países sudamericanos. Se concluye con una investigación estadística sobre varios procesos de revocatoria que ha desarrollado el Consejo Nacional Electoral, y se plantean soluciones sobre las falencias que tiene la figura en la actualidad. | en_US |
| dc.description.abstract | The present work is an investigation directed to study the recall of mayors in Ecuador, by analyzing if the way that it is structured, actually presents some danger for the development of the representative system as we know it. To resolve this question, it is important to begin with unraveling the concept and nature of recall, by going through the evolution of the legal system; additionally, the direct relationship between democracy is studied, and an analysis comparing the behavior of the institution in the local governments of other South American countries is conducted. It concludes with a statistical investigation on various recall processes that the “Consejo Nacional Electoral” has developed, and solutions are proposed on the shortcomings that the figure currently has. | en_US |
