Abstract: 
Notwithstanding of the different investigations all over the world related with the stakeholders theory and its identification, even today few authors inquire into what model or typology could be the most appropriate for the Higher Education Institutions (HEIs) in Latin America, moreover, the problem remains in the public field. Evidently, this problem is present in Ecuador as well. Therefore, looking for a response this paper reviews the stakeholder theory through the years, analysing the different contributions as concepts, definitions, theory validations and complementary models made by important authors. After the reviewing, it is necessary to establish the compatibility between stakeholders and public Higher Education Institutions (HEIs). Complementarily three theories are evaluated: Gardner´s model of power and interest, Savage´s model, and, Mitchell, Agle and Wood´s model. It is proposed a process for each model, in order to complement their methodologies. The mentioned models with their proposed processes will be validated using the Delphi method. The result will find the most appropriate model to identify the stakeholders of the public Higher Education Institutions (HEIs) of the zone six in Ecuador.
