Abstract: | Ecuador’s credit unions or COACs play a key role inside the local economy, and the pandemic period has shown the weakness of the entities. Understanding the efficiency of the country’s largest COACs and the different factors related to it can provide important information for policymakers and the sector in general. Therefore, our main goal was the evaluation of technical efficiency and the factors that influenced it during the years from 2009 to 2020 which included the pandemic period. For this, the DEA model was applied with production and intermediation focus, and this was applied to 19 COACs from the first segment of the sector. Findings reveal that the level of technical efficiency was larger in the pre-pandemic than the pandemic period. Efficient credit unions were characterized by higher profitability, low levels of liquidity and portfolio coverage, and a high rate of financial intermediation, among others, through the pre-pandemic period; however, debt restructuring was one the most important characteristics of nonefficient Credit Unions. The most important contribution of this study is the possible projection of different decisions that will allow the COACs to improve their role in the system given all the difficulties that the pandemic is causing around the world. |
Description: | Las cooperativas de ahorro y crédito de Ecuador o COAC juegan un papel clave dentro de la economía local, y el período de pandemia ha mostrado la debilidad de las entidades. Entender la eficiencia de los COAC más grandes del país y los diferentes factores relacionados con ella puede brindar información importante para los hacedores de políticas y el sector en general. Por lo tanto, nuestro objetivo principal fue la evaluación de la eficiencia técnica y los factores que influyeron en ella durante los años 2009 a 2020 que incluyeron el período de la pandemia. Para ello se aplicó el modelo DEA con enfoque de producción e intermediación, y este se aplicó a 19 COAC del primer segmento del sector. Los hallazgos revelan que el nivel de eficiencia técnica fue mayor en el período previo a la pandemia que en el período pandémico. Las cooperativas de ahorro y crédito eficientes se caracterizaron por una mayor rentabilidad, bajos niveles de liquidez y cobertura de cartera, y alta tasa de intermediación financiera, entre otros, durante el período previo a la pandemia; sin embargo, la reestructuración de la deuda fue una de las características más importantes de las cooperativas de ahorro y crédito no eficientes. El aporte más importante de este estudio es la posible proyección de distintas decisiones que permitirán a los COAC mejorar su rol en el sistema ante todas las dificultades que la pandemia está ocasionando en el mundo. |
