La tenencia de la propiedad y sus impactos sobre la conservación y uso de edificaciones patrimoniales en los barrios de El Vado y San Roque

Abstract

As the debate on cultural heritage deepens, it becomes more difficult to define well-founded positions that allow its conceptualization and study. Therefore, this research work aims to understand the role of ownership of property in relation to the conservation and use of built cultural heritage, through the identification of impacts that could be caused and thus be able to assess their incidences over heritage buildings. To address this problem, the area of study is the neighborhoods El Vado and San Roque, whose delimitation was established by the World Heritage City Project in the research work called Characterization of Neighborhoods of the same name. Through the collection of information and on-site exploration, it is intended to characterize the ownership of the heritage buildings, their state of conservation and the uses to which they are subjected depending on their condition as their own, leased, lent, among others; without neglecting to observe the socioeconomic implications that they entail and how current public policies refer to this issue. Finally, relations between the three central aspects are established: tenure, uses and conservation status, in order to identify the impacts caused. After their respective valuation, general guidelines are proposed, with the purpose of counteracting the problems caused based on the relevant legal framework that guarantees their suitability for the preservation of the heritage values of the buildings for the use and enjoyment of their occupants and society.
