| dc.description | El presente proyecto integrador nace de la necesidad que presenta el Gobierno Autónomo Descentralizado de Pucará, al no contar con mecanismos que le permitan la evaluación del ciclo presupuestario, debido a que no se ha realizado estudios previos del mismo. En el cual se busca verificar el cumplimento de las diferentes etapas del ciclo presupuestario y que los mismos estén en conformidad con la normativa vigente, para lo cual se utilizó dos tipos de investigación, descriptiva y explicativa, también se aplicaron varias técnicas de investigación tales como, cuantitativas, a través del cálculo de indicadores en base a las cédulas presupuestarias y el estado de ejecución presupuestaria; y cualitativas, mediante la aplicación de entrevistas, cuestionarios y visitas. Al analizar las etapas del ciclo presupuestario en esta entidad, se pudo evidenciar que la municipalidad carece de un Plan Estratégico, lo que dificulta el planteamiento de objetivos a corto, medio y largo plazo; existe poca participación ciudadana en las etapas del presupuesto que lo requieren y además, no se ha cumplido en su totalidad los proyectos programados para el periodo 2016. | es_ES |
| dc.description.abstract | The present project originated with a need that the Decentralized Autonomous Government of Pucara presented because it does not have mechanisms that allow for the evaluation of the budgetary cycle due to the fact this entity has never performed previous analyses of itself. The purpose of this analysis is to verity the fulfillment of the different phases of the budgetary cycle and that they agree with regulations in force, for which two types of research were used, descriptive and explanatory. Several research techniques were used such as quantitative, through the application of indicators based in the budgetary certificates and the budget execution report; and qualitative, through the application of interviews, questionnaires, and viewings. To analyze the phases of the budgetary cycle in this entity, it would make evident that the municipality does not have a Strategic Plan, which hinders the approach of short, medium, and long term objectives. Also, there is little in the way of citizen participation in the phases the budget which requires. Besides, the municipality has not complied in its totality with the scheduled projects for the 2016 period. | es_ES |
