Diseño de una metodología para la elaboración del diagnóstico integral destinado a la formulación de los planes de ordenación territorial parroquial rural

Abstract

The present work seeks to make a methodological proposal to address the territorial diagnosis corresponding to the rural parish scope, through the analysis of its constituent elements, guided by the administrative competences granted by the legal regulations of territorial order of Ecuador. The Parochial Rural territorial scope has limited powers in terms of the administration of land use, since its regulation and administration corresponds to the Autonomous Decentralized Government (GAD) cantonal. The Zoning of the Rural Parochial Land Use is elaborated by the Parochial Board by direct administration or by external consultancy. Regarding the established competences, the level of rural parochial government must accept the diagnosis and territorial model at the cantonal and provincial level that has been agreed upon. But if the route drawn by the higher levels does not respond to the aspirations of the rural community, they could, through their own rural parish planning plan, make the decision to request that this plan be modified, considered, updated and reformed according to their interests. The need arises to answer the question: What is the best procedure and operationalization to make a territorial diagnosis in the Rural Parish? To answer, the methodology was followed: I) Exploration of the legal framework; II) Comparative exploration of existing methodological proposals to address the integral diagnosis; III) Assessment of the moment of integral diagnosis. As a result, the methodological proposal is designed to elaborate the integral diagnosis for the territorial ordering at the mountain rural parish level.
