dc.description | La ponencia analiza la Ley Orgánica de Seguridad y Soberanía Agroalimentaria de Venezuela y la Ley Orgánica de Régimen de la Soberanía Alimentaria, de Ecuador. El marco teórico se fundamenta en las clases dictadas por Michel Foucault en 1976 y publicadas bajo el título Defender la sociedad en las que se encuentra la conocida inversión de la tesis “hacer morir, dejar vivir” por la de “hacer vivir, dejar morir”. La primera fórmula expresa que el poder soberano, anterior al siglo XVIII, se manifestó por su capacidad de quitar la vida al súbdito o permitirle vivir; la segunda, por su parte, indica que a partir del siglo XVIII el Estado manifiesta su poder potenciando la vida de la persona, con la finalidad de que pueda ser más productiva. De esta forma se inaugura el biopoder. En el caso de las dos leyes mencionadas, el afán por superar las contingencias para la vida humana, procurando la seguridad alimentaria, permite advertir que el Estado en realidad busca ratificar su poder. dc.description.abstract | This paper analyzes the Organic Law on Food Sovereignty Regime of Ecuador and the Organic Law on Food Security and Sovereignty of Venezuela. The theoretical framework is based on Michel Foucault’s lectures in 1976 and published under the title: Society Must Be Defended, where the well-known inversion of the statement “Right to Kill” to the “Right to Make Live and Let Die” is found. The first statement expresses that, before the eighteenth century , the sovereign power possesed the capacity of taking people`s life or allowing them to live. Meanwhile, the second statement indicates that since the beginning of the eighteenth century, the State applies its power by means of enhancing people`s life, in order to make it more productive. Thus, biopower is inagurated. In the case of the two aforementioned utterances, the desire to overcome the contingencies of human life and ensuring food safety, can warn that the state actually aims to ratify its power. This contitutes the contribution of this paper. | es_ES |
