| dc.description | El presidencialismo es un sistema de gobierno determinado por la entrega de un cúmulo de potestades al presidente de la República, entre ellas, la de ser un colegislador en el proceso de formación de la ley. La Constitución de la República del Ecuador otorga al presidente la atribución para dictar reglamentos a las leyes que se generan en el parlamento del Estado. Esta potestad reglamentaria se configura con límites, características y determinaciones propias hacia la observancia de la división y equilibrio de poderes, reserva legal, principio democrático y límites al poder; en consecuencia, su ejercicio se circunscribe al marco constitucional y la voluntad del constituyente. Empero, como sucede en toda la región, y en el caso concreto ecuatoriano, existen nuevas facultades e instrumentos que sirven al presidente de la República para afianzar su poder en el conflicto por su legitimidad y presencia como jefe de gobierno y Estado. Así, el ejercicio de la potestad reglamentaria sumada al auspicio de distintos fenómenos estaría afianzando un presidencialismo reforzado que rebasa su naturaleza. | es_ES |
| dc.description.abstract | Presidentialism is a goverment system determined by the delivery of faculties to the president of the republic, including being a legislator in the law formation process. The Constitution of Ecuador allows the president the power to issue regulations to laws by a reglament. This reglamentary faculty is configured with limits, characteristics and determinations towards observance the division and balance of power, legal reserve, democratic principles and limits on the power; consequently, its exercise is limited by Constitution. However, as in the whole region, in the Ecuadorian case, there are new faculties and instruments to serve the president of the republic to strengthen their power in the conflict for legitimacy and presence as head of government and state. Thus, the exercise of regulatory power coupled with the sponsorship of various events would be strengthening a reinforced presidentialism that goes beyond its nature. | es_ES |
