| Abstract: | Within the set of taxes that make up the Ecuadorian tax system, special contributions are contemplated, although it is of vital importance for the development of cities, provinces and regions that apply their collection, as well as for individuals benefiting from This figure, their validity and even their existence are not of general knowledge, reason why it has been considered determinant to carry out an analysis at academic level.
In this monograph we can see the evolution of these taxes both in general terms, as well as within our legislation, their applicability from a practical point of view, its Constitutional basis, as well as which are the organs endowed with the power to create them.
In particular, it will analyze the regulations that have been created and applied in the City of Cuenca, where this figure has taken a key role for the urban development of the city. |
| Description: | Dentro del conjunto de tributos que conforman el régimen tributario ecuatoriano se encuentra contemplada la figura de las Contribuciones Especiales, que si bien es de vital importancia para el desarrollo de las ciudades, provincias y regiones que aplican su cobro, así como para los particulares beneficiados con esta figura, su validez e incluso existencia no son de conocimiento general, por lo que se ha considerado determinante realizar un análisis a nivel académico.
En este trabajo se podrá apreciar la evolución de estos tributos tanto de manera general, así como dentro de nuestra legislación, su aplicabilidad desde un punto de vista práctico, su fundamento Constitucional, así como cuáles son los órganos dotados con la facultad para crearlas.
En especial se analizara la normativa que ha sido creada y aplicada en la Ciudad de Cuenca, donde esta figura ha tomado un papel fundamental para el desarrollo urbanístico de la Urbe. |
