Plan de desarrollo y ordenamiento territorial de la parroquia Pancho Negro del cantón La Troncal

Abstract

The general objective of this work is to formulate the Plan of Development and Territorial Planning with the methodological contributions that respond to the reality of the territory of the Rural Parish of Pancho Negro from Canton La Troncal, and within the framework of the articulations that the Constitution orders.

As part of the methodology, it is proposed that in the integral and prospective diagnostic phase, each subsystem is structured with subcomponents: "substantive" and "complementary", depending on the "Categories or aspects of human development management that corresponds to each territorial level, and which should be studied in close relation with the competences granted by the constitution to the Parish GADs.

Therefore, the work is composed of generalities that raise the justification and objectives of the research, a conceptual, legal and methodological framework that establishes basic concepts, conditions derived from the Ecuadorian legal norm and methodological references, that will allow to approach with criterion the Investigative process, through the formulation of a methodological proposal applicable to the Ecuadorian case. Subsequently, the integral and prospective diagnosis will be written, which will allow the knowledge of the territorial system and its components, its operation and possible future scenarios, and then proceed with the formulation of the determinations of the development plan and territorial planning in the planning phase, whose materialization will be the object of a phase of management of the plan, of exclusive responsibility of its manager entity. Finally, the research work ends with the corresponding conclusions and recommendations.
