The company of the knowledge expresses today the idea of that the knowledge is the force that stimulates
the economic and social life. In this scene of the Company of the Knowledge to Global Scale,
the knowledge is the product of the university occupation, therefore it plays a decisive paper for
the construction of theories and policies at the social level. The System of University Education in
Venezuela, across the Department of the Popular Power for the University Education Science and
Technology (MPPEUCYT) comes developing a series of institutional policies orientated towards to
gesticulate community. Taking in consideration the Popular Power, there being based in the beginning
established in the Constitution of the Republic Bolivariana of Venezuela (CRBV) in the Law Plan
of the Mother land (2013-2019) and in the Law of the Communes. A model of Science in which the
investigation and the innovation are visualized as tools for the strengthening of the popular power
and of the social emancipating processes and transformers of the company; an own liberating science
adapted to the social realities in the communities. Actions that they have come materializing in
the frame of the Plan of Strengthening of the Scientific, Technological Capacities of the University
Institutions in the construction of a new scientific and industrial paradigm that answers to the requirements
of a socially awkward science.

La sociedad del conocimiento expresa hoy la idea de que el conocimiento es la fuerza que impulsa
la vida económica y social. En este escenario de la Sociedad del Conocimiento a Escala Global, el
conocimiento es el producto del quehacer universitario, por tanto juega un papel decisivo para la
construcción de teorías y políticas a nivel social. El Sistema de Educación Universitaria en Venezuela,
a través del Ministerio del Poder Popular para la Educación Universitaria Ciencia y Tecnología
(MPPEUCYT) viene desarrollando una serie de políticas institucionales orientadas hacia el accionar
comunitario, tomando en consideración el Poder Popular, fundamentándose en los principios
establecidos en la Constitución de la República Bolivariana de Venezuela (CRBV), en la Ley Plan de
la Patria (2013-2019) y en la Ley de las Comunas. Un modelo de Ciencia en que la investigación y
la innovación se visualizan como herramientas para el fortalecimiento del poder popular y de los
procesos sociales emancipadores y transformadores de la sociedad; una ciencia propia liberadora,
adaptada a las realidades sociales en las comunidades. Acciones que se han venido materializando
en el marco del Plan de Fortalecimiento de las Capacidades Científicas, Tecnológicas de las Instituciones
Universitarias en la construcción de un nuevo paradigma científico e industrial, que responda a
las exigencias de una ciencia socialmente comprometida.
