Análisis y evaluación del plan de ordenamiento territorial de la parroquia rural Octavio Cordero Palacios del cantón Cuenca, actualización e implementación

Abstract

This investigation is aimed at studying the Land Management as a system through the Analysis and Evaluation of PDOT-2011 of the Octavio Cordero parish, for its Actualization and Implementation.

Chapter I: The Analysis and Evaluation of PDOT-2011 is developed; by a contextualization, formulation, and management of the plan; analysis of the methodology used; projects; articulation with the levels of government; identification of inconsistencies and critical factors; evaluation with impact measurements, objectives and goals planted; evaluation of advances and implementation.

Establishing the relevance of its actualization and the aspects on which its modification will be realized.

Chapter II: Common determinations are made with the Rural PDOT, according to what’s established in the book “Ordenación Territorial y Urbanistica” by Arch. Fernando Pauta.

Chapter III: PDOT is updated, making a Diagnosis describing and analyzing the components of the territorial system, which are synthesized in the integrated diagnosis where the current model, its problems, and potentialities are studied.

The preparatory planning stage contains a DAFO analysis and a foresight through the structuring scenarios creating alternatives that allow the construction of a land model in which a proposal of land management is made as an object-oriented sequential and interactive process.

With the results obtained in the previous phases the proposed land model is made, constituting this phase of Land Planification.

Chapter IV: The management model, the systems for its monitoring and evaluation are defined. Plans, programs and projects were made in accordance to the established determinations for the parish plans depending on the scope of its competition.
